There is no single “school kitchen regulation” to design to. A school kitchen has to satisfy three separate layers of compliance at the same time, each with its own inspector and its own paperwork. Treating them as one job is where most refurbishment briefs go wrong.
Food safety and hygiene
The kitchen is a registered food business. It is inspected by the district or borough council's environmental health team against the Food Standards Agency framework, and given a Food Hygiene Rating. Layout, finishes, handwashing, separation and temperature control all feed into that score.
Nutrition and provision
Maintained schools must meet the statutory School Food Standards. That is a catering question more than a building one, but it shapes the kit — what you need to cook from fresh, hold hot, and serve at volume drives the equipment schedule and the services behind it.
The building and health & safety
Ventilation to DW172, COSHH for cleaning chemicals, slip-resistant safety flooring, gas safety and the BB103 space guidance for school buildings all apply to the fabric of the kitchen itself — the part a refurbishment actually changes.
Get all three right together and the kitchen passes inspection, feeds the roll, and lasts. Design for one in isolation and the others come back to bite at handover.
Who checks what
What the EHO, Ofsted and KCC actually look for
School kitchens answer to more than one set of eyes, and they do not check the same things. Knowing who looks at what tells you where a refurbishment has to be watertight.
The environmental health officer
The EHO is the one who can shut a kitchen. They inspect food hygiene and award the Food Hygiene Rating: hygienic handling, cleanable surfaces, handwash provision, pest-proofing, and the management systems behind them. A poor rating on a school is a governance problem, not just a kitchen one.
Ofsted
Ofsted does not rate the kitchen, but it does look at pupils' welfare, safeguarding and how the school promotes healthy eating. A dining environment that is unsafe, unhygienic or cannot serve the roll in the time available becomes part of that wider picture.
Kent County Council and the caterer
For maintained schools, KCC is the authority behind the building, and contract caterers set their own kitchen standards on top of the law. A refurbishment has to satisfy the local authority's requirements and the incoming caterer's specification, not just the minimum.
Health and safety
Under the Health and Safety at Work Act, the school is responsible for staff and pupil safety around the kitchen. Slips, gas, electrical safety and chemical handling all sit here, and a serious incident is reportable under RIDDOR. Good design removes the hazards before they are someone's job to manage.

These are the specific standards that drive the design of the kitchen itself — the ones a school business manager needs on the table before any work is scoped.
Food hygiene and HACCP
The kitchen has to support a documented food safety management system — for most schools, the FSA's Safer Food, Better Business pack, built on HACCP principles. In design terms that means clear separation of raw and ready-to-eat, dedicated handwash basins, cleanable surfaces throughout and the right cold and hot holding.
DW172 extraction
Any cooking line needs a canopy and ductwork designed to the BESA DW172 specification, with the right extract rate, make-up air and a gas interlock where there is gas cooking. Schools often have low ceilings and awkward riser routes, so the extraction has to be designed to the building, not dropped in.
COSHH
Cleaning chemicals, dishwash detergents and degreasers fall under the Control of Substances Hazardous to Health Regulations. That means proper, ventilated chemical storage designed into the layout, not a cupboard found later, plus the assessments and data sheets to back it up.

Safety flooring

BB103 space guidance
The DfE's Building Bulletin 103 sets area guidelines for mainstream schools, including kitchen and dining space against the number of covers and sittings. It is a useful sense-check that the kitchen and servery can actually move the roll through the lunch break, rather than just fit on the drawing.
School Food Standards
The statutory standards for what schools must serve drive the equipment list — capacity to cook from fresh, steam vegetables, bake rather than fry, and hold food safely at temperature. Get the brief from the caterer first, because it decides the kit, and the kit decides the services and the space.

Timing
Why the summer holiday is the only real install window
A school kitchen cannot close mid-term. Strip-out, services, extraction, flooring, cladding and commissioning all have to land inside the six weeks of the summer holiday, with the kitchen handed back tested and ready for the first lunch service of September. That is a tight programme for a full refurbishment, and it is unforgiving of slippage.
It works when it is planned months ahead, not in July. Survey and design through the spring term, order long-lead equipment and ductwork early, and sequence the trades so flooring follows first fix. Equipment commissioning follows flooring, with gas and extraction signed off in time for the caterer to complete setup before term. Because we run every trade in-house, we can hold that sequence on one programme rather than waiting on a chain of subcontractors over a fixed six weeks.
Smaller works can sometimes be phased across a couple of half-terms or done in a single February or Easter break, but a full kitchen strip-out really needs the summer. The earlier the site survey happens, the more of that window is left to build in.

Common misconceptions
“The caterer handles compliance”
The caterer owns the food safety system and the menu standards, but the school owns the building. Ventilation, flooring, gas safety and the fabric of the kitchen are the school's responsibility, and they are exactly what a refurbishment has to get right.
“It only has to pass the EHO”
The food hygiene inspection is one layer. A kitchen can rate well on hygiene and still fail on extraction, slip resistance or gas safety — separate regimes with separate consequences. Compliance is all of them, not the one that gives you a sticker on the door.
“We can fit it into half term”
A week is rarely enough for a full strip-out, services, flooring and commissioning with sign-off. Trying to force it leads to corners cut or a kitchen that is not ready for the first day back. Most full refurbishments need the summer break.
“A small school just needs a domestic-style fit-out”
Numbers do not change the law. Even a small primary serving a couple of hundred covers is a commercial food business and needs commercial extraction, safety flooring and a compliant gas and services setup. Domestic kit will not pass, and will not last the volume.
The downside
What happens if you get it wrong
The real cost of a non-compliant school kitchen is rarely the rectification bill. It is a kitchen that cannot open on the first day of term, or one that opens and then cannot hold its food hygiene rating — either of which lands on the school, not the caterer.
Get the extraction wrong and the kitchen is hot, smoky and failing its gas interlock. Get the flooring wrong and you have a slip risk on a wet floor with children and staff moving through it. Miss the COSHH storage or the handwash provision and the EHO marks you down. None of these are hard to design out, but all of them are expensive and disruptive to fix once a kitchen is built and in use through a school year.
